The lawsuit was filed by Aristotle Publishing Inc. ChoicePoint continued its flurry of acquisitions in , buying six companies and landing several lucrative contracts as well.

ChoicePoint's other division, the Insurance Services group, topped competitors as the leading underwriter and information products provider to property and casualty companies nationwide, with the second largest insurance testing facility in the industry. In ChoicePoint celebrated the new year by initiating another buying spree. Hired in to clean up Florida's voter registration lists after a fraudulent mayoral election, DBT was supposed to "purge" the lists of deceased citizens, duplicates, and convicted felons.

DBT ended up purging more than , of the state's 8. The new century brought a myriad of new opportunities for ChoicePoint and further friction. By the spring of , the furor over Florida's now infamous voter registration flaws had reached a fever pitch since thousands of citizens had been told they were ineligible to vote. The improbably close race between presidential nominees George W. Bush and Al Gore only added fuel to the fire. In its defense, DBT told investigators they had been given very broad information to input into the firm's computer system, which in turn led to mistakes over similarly spelled names, those with the same middle initials, and a host of smaller errors causing thousands to be "scrubbed" from voter registration lists.

Although DBT maintained that it had told Florida officials the list of those removed from the voter lists needed to be verified, Florida pointed the finger at DBT and registration officials, and several lawsuits were filed over the fiasco.

For every complaint or negative view, however, ChoicePoint had a multitude of satisfied customers. The firm's expertise in background checks and screening services continued to evolve, with new programs and even lower costs.

One such advance was ScreenNow, a prospective employee screening program for smaller companies. Whereas large corporations could easily afford ChoicePoint's premium services, smaller businesses needed the same services but could not afford the price. ScreenNow provided much of the same data, was web-based, and even the smallest employers with workforces of less than 50 could afford to use it. After the terrorist attacks of September 11, , ChoicePoint gained new business as companies of all sizes were more concerned about security and exactly who might be working for them.

California police have reported that the criminals used the ChoicePoint data to make unauthorized address changes on at least people, and investigators believe that personal information of up to , people nationwide may have been compromised.

It is not clear how the SSN will be truncated. Some companies obscure the first five digits, while others block the last four. Why not completely eliminate the SSN from the report, rather than truncate it and risk that the user can piece the SSN together from several sources?

Third, these public records reports sold by Choicepoint have been shown to be highly inaccurate. Elizabeth Rosen, a victim of the Choicepoint privacy breach, found that five of the six pages of her report contained errors.

However, this claim is deceptive—the problem is that Choicepoint is mixing up public record information between individuals. The public records are correct, but they are attached to people to whom they do not pertain. The criminal record itself may be accurate, but the record does not pertain to Deborah Pierce. Fifth, nothing binds Choicepoint to its promise to maintain its reformed policies. In recent years, many large companies including eBay. Choicepoint is legally in a better position to renege on its promises, as it does not acknowledge a direct relationship with consumers that could be the basis of a legal action.

Seventh, the Choicepoint policy allows the company to sell full reports for anti-fraud purposes. While in theory this exception seems appropriate, almost any transaction can have some fraud risk. If a broad fraud exemption is maintained, it will allow the sale of reports even when the fraud risk is minimal or a proxy for wishing to collect information for some other purpose.
