People that do the talking get paid, the people that own the licenses for said products determine the cost and what it takes and they get paid. Licensing take a whole lot of money and overall there would be a budget they have to do this and determine what is worth going after and what isn't. Every name brand and league that is in the game costs money and quite a lot of it. It would take a huge amount of money to get all of the national teams right and the Olympics rights as well.

The Olympics is all about money too so those will not be cheap. When they say that there is a very complex procedure to obtaining these licenses they aren't lying.
